Rare Emmett Kelly Bisque Clown Doll 17 inches tall

Rare Emmett Kelly Clown Doll by The Broadway collection.
He is all fabric except for his head which is hand painted porcelain .  The tag says their dolls have bisque/porcelain head, hands and feet, but he only has the porcelain head.
He is 17 inches tall.
Emmett Kelly was an American Circus Performer who created the character "Weary Willy" based on the hobos of the Great Depression Era.
I can't find a date on the doll, or any reference to it.
